The Naval Command, Control and Ocean Surveillance Center (NCCOSC) is the Space and Naval Warfare Systems Command's (SPAWAR's) warfare center for command, control, communications, and ocean surveillance.
NCCOSC will develop a partnership of community, government, and industry and will earn a reputation as a premier national resource providing naval forces a decisive warfare advantage for:
Our systems will keep naval forces in the forefront of information warfare and dominance well into the next century.
NCCOSC's mission, in support of SPAWAR, is to develop, acquire, and support systems for information transfer and management to provide naval forces a decisive warfare advantage and to be the Navy's center for research, development, test and evaluation, engineering, and fleet support for command, control, communications, and ocean surveillance systems.
These tasks are in direct support of naval warfighting concepts as described in "Forward...From the Sea" and "Sea Dragon."

Develop a collaborative enterprise composed of four technology centers located in San Diego, CA; Charleston, SC; Chesapeake, VA; and Norfolk, VA; with major elements in St. Inigoes, MD; Hawaii; Guam; and Japan; along with resources deployed worldwide.

Linking vision and technology to expand capabilities
NCCOSC is composed of three subordinate technology centers:
NCCOSC RTD&E Division (NRaD), headquartered in San Diego, CA
NCCOSC In-Service Engineering East Coast Division (NISE East), headquartered in Charleston, SC
Navy Management Systems Support Office (NAVMASSO) headquartered in Chesapeake, VA
